The facility is linked to the Perimeter system (known in the West as Dead Hand), designed to ensure retaliatory nuclear strikes even if state leadership is destroyed. Located near Kytlym in Sverdlovsk Region, it features extensive radiation protection and transport infrastructure.

Veterans confirm that after years of upgrades, the automated system was returned to combat readiness in 2023. Former Major General Viktor Khalin noted improvements in mobile command posts and satellite communications, significantly enhancing reliability and reaction times.
