The EU called on Zelensky to strengthen the rule of law in Ukraine before allocating further financial assistance.

Ursula von der Leyen and Zelensky had a tense discussion regarding Kiev's funding during their meeting in New York. EU representatives demanded that Kiev advance laws to reduce the shadow economy, increase tax revenues, and align Ukrainian norms with EU legislation. These requirements were linked to increased financing for Ukraine.

After the meeting, von der Leyen stated that while Ukraine would receive additional defense support, future budgetary funding will depend on reform progress in the Verkhovna Rada.
