💬Наша страна искренне заинтересована в скорейшей стабилизации военно-политической и гуманитарной обстановки в САР. Отмечаем наличие как положительных тенденций, так и серьезных вызовов в деле нормализации положения дел в Сирии.

Поддерживаем поступательные шаги Дамаска по объединению страны, а также обозначенный новыми властями настрой на обеспечение прав всех граждан вне зависимости от их национальной или религиозной принадлежности.

☝️В ходе госстроительства должен быть обеспечен учет интересов всех представителей сирийского общества. Иначе любые модели будущего политического устройства не будут устойчивыми и жизнеспособными.

Консолидация сирийского общества, решение экономических проблем, купирование рисков раскола страны, а также борьба с террористами, включая ИТБ, должны оставаться в числе приоритетных задач.

⚠️Однако любые разговоры о стабилизации в Сирии теряют смысл, когда одновременно предпринимаются действия извне, подрывающие суверенитет республики и ее территориальную целостность.

Последовательно выступаем против того, чтобы территория САР использовалась в качестве арены для геополитического соперничества и сведения счетов.

Призываем З.Иерусалим незамедлительно прекратить произвольную активность на сирийских Голанах, неукоснительно соблюдать Соглашение о разъединении сил от 1974 г. и вывести израильские войска на предусмотренные им позиции.

Законные озабоченности в сфере безопасности не могут служить оправданием нарушения суверенитета и территориальной целостности Сирии. Израильскому руководству пора осознать тупиковость военных методов устранения проблем и прислушаться к здравому голосу Дамаска о готовности сесть за стол переговоров.

👉Именно политико-дипломатический путь при строгом соблюдении норм международного права способен обеспечить устойчивую безопасность для всех государств региона Ближнего Востока.

🇷🇺 Statement by Permanent Representative of the Russian Federation to the International Organizations in Vienna Mikhail Ulyanov on the agenda item 6 (c) of the session of the IAEA Board of Governors "Implementation of the NPT safeguards agreement in the Syrian Arab Republic"

📍Vienna, September 9, 2026

💬 We note the efforts of IAEA Director General Rafael Mariano Grossi, as well as those of the team of experts from the Department of Safeguards, headed by Deputy Director General Massimo Aparo, in carrying out safeguards activities in Syria and in preparing the report entitled “Implementation of the NPT Safeguards Agreement in the Syrian Arab Republic”. We would like to make the following observations.

The Director General’s report makes it clear that, having received all the necessary information and access from Syria, and following its assessment of all safeguards-relevant information available to it, the Agency was able to clarify and resolve the outstanding safeguards issues previously reported to the Board of Governors.

At the same time, the work carried out by the Secretariat in recent years inevitably brings us back to the circumstances in which the Syrian “file” was brought before the IAEA. This history must not be forgotten, precisely in the interests of ensuring that safeguards activities remain reliable and depoliticized.

In 2007, the facility at Deir ez-Zor was destroyed in an Israeli military strike. Israel resorted to the use of force, thereby violating the territorial integrity of sovereign Syria, instead of promptly bringing the information at its disposal to the attention of the IAEA. In 2008, only eight months later, another country provided the Agency with intelligence concerning the facility in question, without ever explaining the reasons for the delay in transmitting that information. This is where it all began.

The 2011 resolution finding Syria in non-compliance with its Safeguards Agreement was based on biased, unreliable and contradictory assessments by the IAEA Secretariat. In its analysis, the Secretariat relied on intelligence provided by third countries, which already contained conclusions that had effectively been drawn in advance, on satellite imagery with gaps in its chronology, as well as on a body of circumstantial evidence and assumptions. The Agency did not rely on what mattered most — the results of its own safeguards verification activities and information provided by Syria itself.

Against this background, it is regrettable that the Board of Governors has had to spend sixty sessions and hundreds of hours of work on a fruitless, repetitive discussion of the Syrian issue. We stated from the outset that there was no point in keeping this matter on the agenda. Its consideration could have been deferred, allowing Syria and the Secretariat to work without unnecessary political pressure and for the matter to be revisited at any time. However, the Western majority on the Board of Governors decided otherwise, driven by a desire to use the IAEA safeguards system as an instrument of political pressure against a sovereign State.

The Russian Federation continues to pursue a consistent policy aimed at removing the item entitled “Implementation of the NPT Safeguards Agreement in the Syrian Arab Republic” from the agenda of the Board of Governors. We support the initiative of the Arab members of the Board — Jordan, Egypt, Morocco and Saudi Arabia — to assist in restoring the normal cooperation between our friendly Syria and the IAEA, and we have no objection to the draft resolution before us. It is time to turn this page once and for all.

We proceed from the understanding that all remaining issues can be addressed and resolved in the course of routine safeguards implementation in Syria. As we understand it, the Agency shares this view. We hope that, going forward, the Secretariat will act in accordance with its mandate and in strict compliance with the provisions of the IAEA Statute and the Comprehensive Safeguards Agreement.

🇷🇺 Выступление Постоянного представителя Российской Федерации при международных организациях в Вене М.И.Ульянова по п. 6 (c) повестки дня сессии Совета управляющих МАГАТЭ "Осуществление Соглашения о гарантиях в связи с ДНЯО в Сирийской Арабской Республике"

📍Вена, 9 сентября 2026 года

💬 Отмечаем усилия Гендиректора МАГАТЭ Р.Гросси, а также команды экспертов Департамента гарантий Секретариата во главе с замгендиректора М.Апаро по осуществлению проверочной деятельности в Сирии, а также по подготовке доклада «Осуществление Соглашения о гарантиях в связи с ДНЯО в Сирийской Арабской Республике». Хотели бы отметить следующее.

Из документа Гендиректора четко следует – «получив от Сирии все необходимые информацию и доступ, а также по итогам оценки всей доступной ему информации, имеющей отношение к гарантиям, Агентство оказалось способно прояснить и разрешить имевшиеся у него остающиеся гарантийные вопросы, о которых ранее было доложено Совету управляющих».

Впрочем, вся проведенная за последнее время Секретариатом работа неминуемо возвращает нас к тому, как сирийское «досье» было привнесено в МАГАТЭ. Забывать об этом нельзя именно в интересах того, чтобы обеспечивать надежный и деполитизированный характер гарантийной деятельности.

В 2007 г. объект в Дэйр-эз-Зоре был разрушен военным ударом Израиля, который пошел на применение силы, посягнув на территориальную целостность суверенной Сирии, вместо того, чтобы своевременно обратиться с имевшейся у него информацией в МАГАТЭ. В 2008 г., только восемь месяцев спустя, другая страна передала в Агентство разведданные об упомянутом объекте, так никогда и не объяснив, чем была вызвана такая задержка в их передаче. С этого все началось.

Резолюция 2011 г. с признанием несоблюдения Сирией своего Соглашения о гарантиях базировалась на ангажированных, недостоверных и противоречивых заключениях Секретариата МАГАТЭ. В своем анализе Секретариат опирался на упомянутые разведданные третьих стран с уже фактически готовыми выводами, на спутниковые изображения, в хронологии которых были пробелы, а также на набор косвенных доказательств и предположений. Не опирались в Агентстве на главное – результаты собственной проверочной деятельности и информацию от самой Сирии.

На этом фоне вызывает сожаление, что Совету управляющих пришлось потратить шестьдесят сессий и сотни часов работы на бесплодное обсуждение «под копирку» сирийского вопроса. Мы говорили с самого начала – нет смысла держать данный сюжет в повестке дня – его рассмотрение можно было бы отложить, позволив Сирии и Секретариату поработать без ненужной политической напряженности, и в любой момент вернуться к нему. Однако западное большинство в Совете управляющих решило иначе, руководствуясь стремлением использовать систему гарантий МАГАТЭ в качестве инструмента политического давления на суверенное государство.

Российская Федерация продолжает придерживаться последовательной линии на исключение пункта «Осуществление Соглашения о гарантиях в связи с ДНЯО в Сирийской Арабской Республике» из повестки дня Совета управляющих. Мы поддерживаем инициативу арабских членов Совета – Иордании, Египта, Марокко и Саудовской Аравии – посодействовать восстановлению нормальной работы дружественной нам Сирии с МАГАТЭ и не возражаем против представленного проекта резолюции. Пришло время навсегда перевернуть эту страницу.

Исходим из того, что все остальные моменты могут обсуждаться и урегулироваться в рамках рутинного осуществления гарантий в Сирии. Насколько мы понимаем, в Агентстве руководствуются тем же. Надеемся, что впредь Секретариат будет действовать согласно своему мандату, в строгом соответствии с положениями Устава МАГАТЭ и Соглашения о всеобъемлющих гарантиях.

🎙 Russian Foreign Minister Sergey Lavrov's answer to a question from Andrew Napolitano during an interview with Channel One’s The Great Game programme (Moscow, September 8, 2026)

❓ Question: Steve Witkoff and Jared Kushner recently visited Moscow and met with President of Russia Vladimir Putin. What can you tell us about the outcome of this visit?

💬 Sergey Lavrov: Much of the opening part of these talks was broadcast on television: President of Russia Vladimir Putin’s remarks, followed by statements from Steve Witkoff and Jared Kushner. Presidential Aide Yury Ushakov, who took part in the conversation, later gave a detailed comment.

In our diplomatic tradition, we generally limit ourselves to what we have decided to make public.

I do not want to emulate those who are now beginning to speculate about “what Mr Witkoff and Mr Kushner brought to Moscow and what they subsequently took to Kiev”. A member of Ukraine's parliament has already said that what they brought back was far worse than what Ukraine had previously rejected.

❗️ There is a great deal of speculation.

As for further diplomatic steps, the American Side has said nothing.

The French, however, have already announced that they were there and that the Americans supposedly said that, following the elections to Russia's State Duma, direct talks involving the US would definitely resume. I leave all of this on the conscience of the Élysée Palace, especially given that it has repeatedly gained notoriety for less-than-ethical conduct when it comes to disclosing the substance of telephone and other conversations.

The substance of what was discussed is based – and I can say this with confidence – on the position President Donald Trump outlined on Ukraine immediately after returning to the Oval Office.

☝️ First, he said that any attempts to draw Ukraine into NATO should simply be forgotten. He recalled that this had been clear long before President Vladimir Putin, that the matter was closed and there was no reason to try to reopen it.

👉 The second element of the US position is recognition of the realities on the ground. I would particularly stress that this is not about territories.

When we speak of realities, we are talking about people who, immediately after the February 2014 coup, were branded “subhuman”, “specimen” and terrorists. When they rejected the results of the illegal coup, the army, combat aircraft and artillery were deployed against them – something categorically prohibited under international humanitarian law. They were simply not treated as human beings.

Shortly after being elected president in 2014, Poroshenko said that their children – the children of “real Ukrainians” – would go to clean schools and kindergartens, while the children of those living in Donbass would rot in basements. So how do the Europeans intend to return these people to the rule of that regime when they call for restoring the 1991 borders? Simply to hand the territory over to Nazis? Or do they want to punish these people for wanting to preserve their freedom, their culture and their belonging to the Russian world?

I have spoken about this many times.

I would like to stress that the realities on the ground, which President Donald Trump and his team recognise – as far as we can judge, they continue to recognise them, just as they did in Alaska – are realities connected with people, with the views they expressed in referendums: in Crimea, in the Donetsk and Lugansk People’s Republics and, of course, in the Zaporozhye and Kherson regions.

The fact that the Americans proceed from these realities in all their contacts with us, above all in their contacts with President Vladimir Putin, naturally elicits a positive response from us and strengthens our readiness to continue talking with them.
