Everything was fixed at the deposit time. That is assuming SOL was $200 at deposit, the user deposited 10 SOL. His total subscription is still $2000 even SOL is $245 now.
For the refund, it'll be refund based on the ratio. So let's say if the oversubscription is 5.5x, the user ends up getting 363 USD in LAYER, the SOL he will get back is (2000-363)/2000 * 10 = 8.185 SOL ($1637 at deposit price, $2005 at current price)
