Principles of open science monitoring at the 225th Session of UNESCO’s Executive Board (5–20 October):

✅ We emphasize the non-binding nature of this document. We believe that the implementation of the “Principles” should remain flexible, taking into account national priorities, the specific characteristics of scientific systems, and available resources.

✅ We consider the adopted “Principles” to be an additional methodological tool that does not establish mandatory requirements for monitoring open science.

✅ The introduction of mandatory indicators should not be envisaged.

✅ States have the right to determine their own approaches, methods, and tools for monitoring open science.
