The word repent does not always refer to salvation or sin. Paul repented after making his letter to the church in Corinth. Thus, he changed his mind about whether he should have made the letter. Did he sin or was saved by means of making a letter to the saved Corinthiancin the city of Corinth? No.
2 Corinthians 7:8 KJB
[8] For though I made you sorry with a letter, I do not repent, though I did repent: for I perceive that the same epistle hath made you sorry, though it were but for a season.
In Amos, God was going to use fire to devour the great deep in order to judge Jacob. However, God decided to not contend to use fire to devour the great deep refered to in Genesis 7. Did God sin or was anything related to salvation involved or mentioned here? No:
Amos 7:4-6 KJB
[4] Thus hath the Lord GOD shewed unto me: and, behold, the Lord GOD called to contend by fire, and it devoured the great deep, and did eat up a part. [5] Then said I, O Lord GOD, cease, I beseech thee: by whom shall Jacob arise? for he is small. [6] The LORD repented for this: This also shall not be, saith the Lord GOD.
