In Numbers 23:19, not repenting in context is involving God not changing his mind by not lying about him doing what he said and about him making good what he spoke.

Repent is always a change of mind.

¹⁹God is not a man, that he should lie; neither the son of man, that he should repent: hath he said, and shall he not do it? or hath he spoken, and shall he not make it good?

So God does not lie, because he does what he said he will do, and will make good what he spoke. God in Numbers 23:19 is not somehow repenting of sin or turning from sin because God does not sin.
