NO, not at all, contrary to popular unbiblical claims that claim otherwise! Because the apostle Paul himself wrote & stated in Romans 1, and said, that they/the people who rejected God are the people who rejected/refused to retain any knowledge about God so as a consequence, Romans 1 says three times that GOD HIMSELF GAVE THEM OVER/UP TO A REPROBATE MIND and so that person who kept rejecting God becomes a reprobate at the moment God completely rejects them.
And Jeremiah defines that a reprobate is a person who God himself completely rejected, meaning God no longer loves that person and gave up on reaching that God due to their persistent hatred of God and no longer loves and fully hates that wicked person and sets his face against them with his judgment, because they/rejecters of God voluntarilt rejected him over and over and over and over and chose to become reprobates where God instantly gives them up. Including "men with men" (homosexuals) and "women with women" (lesbians).

Biblically, reprobates are people who kept on rejecting God for a period of time and/or multiple times and who hated God over and over. That includes a lot of God-hating Atheists & God-hating Pagans, and all Sodomites and all haters of God who haved hated / reject him over and over, because they knew God, knew his judgment/wrath, knew his power, knew that God created the world, and yet were unthankful towards and did not glorify God and so they chose to hated God and hated God and hated God and hated God and hated God and God and hated God AND THEN they reach the point where God eventually completely GIVES THEM OVER because of their constact rejection of God & hatred of God & unthankfulness towards the LORD.
