Weirdest bug ever: Can't move cursor with the mouse on Windows

It worked normally yesterday, now I can't click on the text inside buffers. Clicking other things on the modeline works, but that's it, can't move pointer, can't select text, can't click links either.

I'm pretty confident its just a problem with base Emacs because "emacs -q" doesn't work work so its just Windows threatening to ruin my life as always

Does anyone have advice or know a place to start? if it's "move to linux" don't bother thank you. Using latest version of Windows 10 rn
