PPL(A) and Class 1 medical SOLI transfer to Spain (AESA) stuck for months. Anyone been through this?

My flight school submitted my PPL(A) and Class 1 medical SOLI transfer to AESA Spain in July. It’s still stuck at the licensing stage. AESA medical says they’re waiting for the 155 form from licensing, but licensing only sends automatic replies, and nothing shows in e4f with the tracking number.

Has anyone done a SOLI transfer to Spain? How long did it take, and is there a way to reach someone in licensing who actually replies? The licensing department phone and email give you automatic responses.
