If certain frozen funds or economic resources must be released “for the purposes of paying a roll fee and a flat-rate contribution which must be paid, pursuant to national law, upon lodging a court action against a national measure implementing that regulation” (see ECLI:EU:C:2025:696), should frozen funds likewise be released for the commencement of arbitration proceedings? If so, for what kind of proceedings?
