KEmulator nnmod v2.21.1

- Implemented SMAF playback in SoftBank MEXA
- Implemented SMAF Phrase in SoftBank MEXA, VSCL, LG MMPP API
- Improved resources loading time
- Added missing Motorola presets
- Fixed encoding not setting up
- Fixed sensor simulator launch in win32 build
- Updated JNA library to 5.7.0
