#34 | Update two gas parameter values

This proposal aims to increase two gas parameters in the protocol: Max block gas from 5M to 10M and Masp fee payment gas limit from 100k to 300k. The changes will support IBC Eureka and address unshielding difficulties for users. Check the forum for more details.
