#23 | Update the claim-rewards tx in on-chain storage ahead of Phase 5

Update the tx_claim_rewards to allow select users with many redelegations to claim rewards from specific validators. The current code path causes timeouts due to asymptotic iteration. Find the WASM code at the provided link for more details. Proposed ahead of Phase 5.
