THE OPERATION NEVER HAPPENED.
In March 1962, a classified U.S. military document laid out something that sounds more like the plot of a political thriller than an official government proposal.
Its name was NORTHWOODS.
The document explored possible “pretexts” that could create public and international justification for U.S. military intervention in Cuba. It was not an internet rumor discovered decades later. It was a real planning document prepared inside the American military establishment.

Among the scenarios discussed were staged incidents around Guantanamo Bay, sabotage, the destruction of a U.S. vessel followed by blame directed at Cuba, and other events designed to create the appearance of Cuban aggression.
The language is what makes the file extraordinary.
The objective was not simply to respond to an event.
The document discussed how events themselves could be arranged, coordinated and presented in a way that would produce political justification for military action.
The proposals were never carried out.
But the document survived.
And decades later, it became public.

That distinction matters.
This is not evidence that every major event is staged. It is evidence that governments have, at times, seriously considered deception as part of strategic planning.
That is why original documents matter more than rumors.
A theory can be dismissed.
A declassified memorandum has to be read.
