As I expected, the spokesperson for the U.S. Air Forces in Europe (USAFE) did not give me any official statement regarding the C-17A flight from Riga to Moscow's Vuknovo Airport.

However, according to CBS News, CIA Director John Ratcliffe was onboard the aircraft, in order to attend several high-level meetings with Russian officials.
