Wilber Rafael Garcés Pérez, 28, a Venezuelan DoorDash driver, said he was shot by an ICE officer during a traffic stop in Austin on Sunday. He told reporters from ICE detention in Pearsall, Texas, that he still has a bullet lodged near his spine, was moved from a hospital into federal custody within about four hours, and received little pain treatment. DHS said he is in stable condition and pending removal.

The facts point to a familiar federal pattern: use force, lock down the witness, control the narrative. Whatever happened in Austin, rushing a wounded migrant into detention instead of transparent review looks less like competent enforcement than bureaucratic damage control.
