The state can’t stop drugs in prison, so naturally it’s moving into quality-control. Corrections Canada has confirmed it will hand out paper straws for safer snorting, foil strips for safer smoking, and testing strips for fentanyl, benzodiazepine and xylazine, as reported. The memo even admits overdose and toxicity risk remain. Translation: the drugs are still there, the prison system still failed, but the bureaucracy found a new therapeutic vocabulary to dress up surrender as policy.

This is Trudeau-era governance in one neat little package: endless harm reduction, zero actual reduction of harm. Prison is now another taxpayer-funded lab for the public-health priesthood, where illicit substances are treated as an administrative reality to be managed rather than a criminal reality to be crushed. And notice the classic contradiction: these supplies are not contraband, while officials insist they also maintain robust measures against drug trafficking inside institutions. Sure. If the state is distributing snorting kits to inmates, it’s not controlling the prison population. It’s accommodating it.
