He had already killed one woman, assaulted his mother, and had prior convictions tied to domestic violence. But the experts still signed off on community living and a conditional discharge because his behaviour was described as outstanding. The lesson is the same as always: institutions built to protect the public increasingly protect the process, while ordinary Canadians get to live with the fallout.
