Russia's Ministry of Digital Development has presented a third package of measures targeting phone and online fraud.
📱 SIM cards
• Reselling SIM cards already registered to another person would be prohibited.
• Operators would also be required to sell SIM cards with a zero balance, ending the use of pre-activated cards with credit.
✈️ Websites & apps
• Services with user accounts would have to retain registration, login and account-deletion records for three years.
• The information could be provided to authorized authorities upon request.
📞 Virtual PBX
• New restrictions would be introduced for virtual PBX systems used for internet-based calling.
• The package also proposes new rules governing the use of subscriber data for SMS campaigns.
The measures are currently part of a proposed package and are expected to take effect from March 1, 2028, if adopted.
