On the SEC website, there is a rulemaking petition labeled “THE GREAT SOVEREIGN RESET
A gold-oil-XRP architecture for a new global monetary settlement system”, filed by Boyd Roberts of Big Picture Group. It elucidates how XRP will be the liquidity bridge for a gold and oil backed financial system and an OVERNIGHT revaluation to $3,300 per XRP.

It was supplemented July 2026 just as SEC is about to release its rules…

The core thesis

Gold is the stock. Oil is the flow. XRP is the bridge.

Gold is the stock: It recapitalizes official books. U.S. gold is about 261.5 million ounces. His example revaluation to $25,000/oz marks it at about $6.54 trillion. Gold is collateral.

Oil is the flow: Energy trade, delivery rights, and supply contracts create ongoing real-economy demand.

XRP is the bridge: It connects currencies, stablecoins, gold claims, and oil entitlements. The large example is 10 billion XRP. At an illustrative $3,300, that inventory is marked at about $33 trillion.

He describes the price change as an overnight surprise, not a slow market move. Official gold would be written up and XRP’s collateral role activated in one coordinated announcement, with swap lines and conversion windows ready immediately. If negotiated in private, the public would see the finished system, not the buildup.

The official values would stay secret until then. Advance leaks, he says, could trigger hoarding, capital flight, gold chaos, and an uncontrolled XRP spike. So the chosen assets, official prices, XRP transfer terms, and announcement time would be held by a small circle. Other teams would build rails under ordinary “modernization” labels.

A separate sovereign settlement unit, backed by gold/commodities, would sit on XRPL or interoperable ledgers. XRP itself would be the connector.
