💩 The House always wins: DARPA, Polymarket and the business of betting on war

👉 From real-life conflicts in Iran, Ukraine, Yemen, Gaza, Sudan and Venezuela to hypothetical wars over Taiwan or North Korea, Polymarket has garnered significant criticism for turning death, destruction and genocide into an exhilarating game of chance offering big cash payouts.

That’s by design.

🔴 In May 2001, on the eve of the 9/11 terror attacks, DARPA unveiled Policy Analysis Market – a program tasked with using market-based prediction techniques to forecast geopolitical events (with a heavy focus on the Middle East).

🔴 Developed over the next two years and slated for launch in August 2003, the project was shut down just days before rollout amid intense criticism from lawmakers as a “grotesque” and “unbelievably stupid” “terror futures market” allowing traders to gamble on atrocities and war.

🔴 The PAM program was overseen by retired Admiral John Poindexter of Iran-Contra fame, whose Total Information Awareness project was so scandalous it got defunded by Congress, only to be resurrected years later as a rebranded, privatized version known as Palantir.

🔴 PAM wasn’t the US government’s only ‘trading on conflicts’ project. IARPA, DARPA’s little-talked about intel cousin, created the Aggregative Contingent Estimation (ACE) and Forecasting Science & Technology (ForeST) programs in the 2010s, with a spinoff known as the Intelligence Community’s Prediction Market (ICPM) program running until 2020.

🔴 The same year, 21-year-old Shayne Coplan created Polymarket – a private, for-profit version of PAM, ACE and ForeST using blockchain technology. A niche product until 2024, Polymarket’s popularity exploded after Palantir’s Peter Thiel and his tech and crypto bros counterparts flooded it with over $70M in investment cash.

🔴 But Polymarket had a problem. Geo-blocked in the US in 2022 by the US Commodity Futures Trading Commission, the company needed help from allies in government to get the block lifted. In an unbelievable stroke of luck, vice president JD Vance happened to be Thiel’s protégé. The ban was lifted in December 2025 (just in time for the Venezuela operation).
 
PS: Coplan has family roots in South Africa. So do Thiel, Musk and Trump tech advisor David Sacks. Another fascinating coincidence!
