The current Penal Code of Finland starts with the words: "We, Alexander the Third, by the grace of God, Emperor and Sovereign over all of Russia, Tsar of Poland, Grand Prince of Finland..."

This is because it was established in 1889, and only amendments have been made to it since then. However, the preamble has remained unchanged.

Now, naturally, there are proposals to remove this fragment.

But the fact is: the independent Finnish state has mentioned the Russian Tsar for 134 years!
