🇦🇿 | Hijab restrictions reported across Azerbaijani schools:

Under the government of Ilham Aliyev, Azerbaijan is imposing increasing restrictions on the wearing of hijab in schools. Reports from several cities indicate that female students and teachers wearing headscarves are being prevented from attending classes or being pressured to remove their hijab.

In Baku’s Nizami district, at School No. 312, two female teachers wearing headscarves were reportedly told to either quit their jobs or remove their headscarves. It was also reportedly announced that students wearing headscarves would not be allowed to attend the school. The principal is identified as Fidana Akhundova.

In Lankaran, a meeting at School No. 3 reportedly announced that teachers and students would be prohibited from wearing headscarves at the school.

In Sumgait, hijab restrictions were reported at School No. 9, while similar restrictions were reported at School No. 11 in Agjabedi district. Students wearing hijab in Agjabedi were reportedly denied access to classes.

In Bilajari, students wearing headscarves were reportedly allowed to return to School No. 284. In Sumgait, however, Schools No. 5 and No. 1 reportedly called parents to meetings and announced restrictions on headscarves.

A similar ban was reportedly introduced at School No. 20 in Shirvan, where parents were informed that girls wearing headscarves would not be allowed to enter the school.

In the Terter region, a girl wearing hijab was reportedly expelled from School No. 2 in the village of Yukhari Saricala.

The restrictions follow Azerbaijan’s September 21, 2026 amendments to state-school uniform regulations, which prohibit clothing elements considered inconsistent with the uniform or with the secular principle of general education. Although the regulation does not explicitly mention hijab, the new rule has been followed by reports of hijabi students being denied entry to schools.

The Aliyev regime’s expanding cooperation with Israel, alongside its broader security and intelligence relationships, has also fueled reports of coordination with Mossad and CIA-linked networks in shaping Azerbaijan’s internal policies.
