El Salvador was the first country to make Bitcoin legal tender. As part of its $1.4 billion IMF loan, it pledged not to use government money to buy more Bitcoin.
But its Bitcoin holdings kept growing.
The IMF says the new coins came from private donations, not public funds. After El Salvador took corrective measures and renewed its commitments, the IMF waived the breach and approved the disbursement on Oct 1.
The condition still stands: no further Bitcoin accumulation beyond the documented donations.
