Base launched Cobalt, its third 2026 upgrade, letting traders set conditions and timing for trade execution with new Validity Transactions.
It also adds three B20 tools for tokenized asset issuers:
• Composite Policies — combine allowlists and blocklists
• Schedule Multiplier Updates — preset corporate actions like stock splits
• seizeWithMemo — reassign balances with an onchain memo
