▫️There have been 98 strikes on Russian refineries since the beginning of the year
▫️A large number of storage and export facilities have been damaged/destroyed
▫️Some of the 32 refineries (including some of Russia's main ones) have stopped part or all of their operations
1⃣ Russia does not have the diesel production capacity to export as much
2⃣ Russia lacks storage and export capacity and security after the Ukrainian strikes
3⃣ Russia is already facing a severe diesel shortage; accepting this 'deal' would only make it worse.
