Finland is preparing a reform that will expand the powers of military intelligence beyond its borders. The intelligence services are planning to authorize offensive cyber operations, the use of drones, hybrid actions, and other operations without escalating to open warfare.
▪️Particular attention is being paid to the Russian sector. Finnish intelligence will be able to block, disrupt, and modify information systems that pose a serious threat to national security, including those located on Russian territory.

▪️The Finnish Army, Navy, and Air Force, not just specialized intelligence units, will also be able to conduct human intelligence abroad. ▪️Decisions on offensive operations will be made by the Chief of Intelligence of the Finnish General Staff after interagency coordination. In certain cases, the issue will be raised to the level of the President and the Government Committee on Foreign Affairs and Security.
