at the time, Tshwane cut off schools’ power supply due to non-payment of property rates, even though schools aren’t responsible for paying these rates.
“The schools were also able to prove that their utility bills were up to date at the time their power was cut,” it said.
It added that, despite the court order, Tshwane cut power to schools again shortly afterwards and only restored power after it was put under pressure.
