🤝 Why STON.fi Needs a Foundation Mandate After a DAO Vote

A passed STON.fi proposal records what the community authorized. It does not by itself transfer assets, hire contractors, sign agreements, or complete operational work. That execution gap is why the Ston Foundation needs a formal DAO mandate.

🔄 Two Different Jobs
• Decision-making: stake STON, receive ARKENSTON voting power, discuss, vote, accept or reject
• Execution: move funds, engage providers, coordinate development, operate a multisig, finish admin tasks

📋 December 2025 Mandate
The proposal "Delegation of authority to Ston Foundation as the DAO's representative" passed and is implemented. It authorizes the Foundation to:
• Carry out approved treasury transactions
• Receive and hold DAO-allocated assets
• Manage governance-authorized budgets
• Engage contributors, contractors, and service providers
• Coordinate approved technical updates
• Represent the DAO with relevant counterparties

⚠️ Not Unlimited Authority
The general mandate does not auto-approve every future spend. Specific transfers can still need a separate vote. Material changes to budget size, categories, or scope can require another proposal.

💰 2026 Budget in Practice
Accepted April 1, 2026 and implemented:
• Cap of USD 2.5 million in qualifying assets
• Separate allocation of 4 million STON
• Foundation executes inside approved purposes
• High-level expenditure reporting is required
