The CFTC opened crypto market rulemaking with an advance notice on two new regimes: Regulation CTX and Regulation CAM.
The rules would create an opt-in federal license for exchanges trading non-securities like bitcoin and ether, and let them offer retail customers leveraged trading. Unlike the Clarity Act, they would not force crypto onto CFTC venues, since that needs Congress. Comments are open for 60 days after publication.
"The last chapter of crypto regulation was written by crisis," Chairman Michael Selig wrote in the WSJ.
