Let's Get One Thing Straight About This:

• Routine exercises do not get announced with press releases instructing the public not to panic.

• Routine exercises get posted in small-font advisories on the Capitol Police community bulletin page.

• Routine exercises do not involve low-altitude helicopter operations over the Capitol building sixteen days before a federal election.

• Routine exercises do not require coordination between DHS, the DC National Guard liaison office, the Sergeant-at-Arms, and the Protective Intelligence Division of the Capitol Police all simultaneously.

What's happening on October 18 is what we call in the trade a theater rehearsal. Not theater as in performance. Theater as in theater of operations.

In My Opinion:

The October 18 drill is a dry run for a domestic continuity-of-government operation that will be triggered in the event of a contested midterm election. The framework is already built. DOMESTIC RESOLVE provides the military integration. The Treasury working group provides the financial targeting architecture. (Think Russ Vought)

The Capitol Police and DHS provide the domestic law enforcement cover. The drill on Sunday tests whether the command integration holds whether the nodes talk to each other, whether the comms architecture survives, whether the operational timeline can be executed in real-time under simulated stress.
