This is the exact testing trap I warned about in May.
Travel narrative drives testing ➔ test "confirms" case ➔ contact tracing ➔ more testing ➔ more "cases."
The testing does not merely detect the "outbreak." It manufactures the appearance of one.
That is the circular loop: the narrative selects who gets tested, and the test results "validate" the narrative.
How do you distinguish a real surge from a targeted testing campaign when you only look where you expect to find it?
