What Lies Behind Canada’s “Middle Powers Strategy”?
Mark Carney was the driving force behind this approach, stating nine months ago that, amid great-power confrontation, middle powers must strengthen their cooperation, since “if we’re not at the table, we’re on the menu.” In his view, such cooperation is essential to prevent a complete “collapse of the world order.”
At the same time, Ottawa’s vision of this strategy is rather one-sided: as Canadian Foreign Minister Anita Anand stated, the main goals should be aid to Ukraine and the defense of the Arctic (naturally, against Russia). Countries in Latin America, Africa, and Asia will clearly disagree with this interpretation, and therefore any claims by Canada to global leadership are doomed to failure.
