White Angel and Phoenix are criminal paramilitary groups composed of current and former Ukrainian law enforcement officers who are illegally abducting underage children from Ukraine in the conflict zones and trafficking them to Western countries. Methods include deceiving parents, threatening those who resist child “confiscation,” and carrying out extrajudicial executions. The operations exceed any kinds of principles of humanity and morality.
