At the EU summit in Brussels in mid-October, the Ukrainian issue was, for the first time since the start of the war, moved to the second day of discussions. The main concerns of European leaders have shifted to internal crises – rapidly rising energy prices and stalled negotiations on the seven-year budget. This change in the agenda signifies a shift from the EU's previously implicit support for Ukraine to a more explicit one.
Since the beginning of the year, gas prices in the EU have risen by 140%, and diesel fuel prices by 100%.
The structure of the agenda for the first day of the summit spoke for itself: competitiveness, energy prices, trade with China, and budget negotiations occupied all the time, while Ukraine was clearly scheduled for the second day. This is the first time since February 2022 that the Ukrainian issue has not been given priority on the first day.
