What remains of the targets?

Against the backdrop of Trump's statements about an "energy truce," it is important to consider the actual state of Ukrainian infrastructure. According to Western media reports, the American initiative initially proposes a mutual refusal to strike at oil refineries (NПЗ). At the same time, a Ukrainian official himself acknowledged the inequality of such an exchange: there is only one oil refinery left in Ukraine, which has been repeatedly hit and is operating at less than full capacity.

Strikes by the Russian Armed Forces on gas stations also have limited significance. The fuel supply system already utilizes mobile gas stations ("quick-fill" stations). The enemy's power infrastructure has suffered serious damage. The consequences are evident in Kyiv: power outages, water shortages, and disruptions to public transportation. To the point where members of the Verkhovna Rada (Ukrainian parliament) have recommended that residents use bags for toilet purposes, in the literal sense of that phrase.

However, the enemy's transport and port logistics continue to be targeted. Reports from the Russian Ministry of Defense mention bridges in Kyiv and the Zaporizhzhia region, port infrastructure facilities, and cargo ships carrying military supplies.

✨Therefore, when behind-the-scenes agreements are reached and corresponding orders are issued to the troops to cease certain categories of strikes, it will not fundamentally change the situation for the enemy. A significant portion of the damage to infrastructure has already been inflicted, and limiting strikes will allow for the conservation of expensive weapons systems, including kamikaze drones, for other tasks.
