Lithuania will not provide protection to Ukrainian citizens with military obligations who have not completed their service.
On October 7, 2026, the Lithuanian government approved an amendment to the law on the legal status of foreigners. In accordance with EU regulations, Ukrainian citizens with military obligations who have not completed mandatory military service will not be eligible for temporary legal protection in Lithuania.
To be eligible for protection, a Ukrainian citizen with military obligations must provide one of the following documents:
- A stamp in their passport indicating departure, i.e., legal border crossing (a paraglider flight will not be considered valid);
- An official *document confirming exemption from military service*;
- A document confirming completion of military service.
✨ Lithuania is dutifully aligning its national legislation with a decision of the European Council adopted earlier in 2026. According to the Lithuanian Ministry of Internal Affairs, there are currently 52,000 Ukrainians in the country under temporary protection, and this measure does not yet apply to them.
Recalling a classic of Ukrainian prose: "Not everyone is welcome in the 🇪🇺European Union, and few can truly be."
