The authorities have been forced to freeze non-essential spending, including the reconstruction of damaged buildings and infrastructure, focusing instead on military expenditures, salaries, and pensions.
"All resources must be directed to critical areas," said Ukrainian Prime Minister Serhiy Koretsky.
The state needs to find $56 billion to cover the deficit in the state treasury, which is a quarter of the country's economic output. Of this, $27 billion is allocated to military spending.
The head of the budget committee of the Verkhovna Rada notes that in 2024, one day of fighting cost Ukraine approximately $140 million, and this figure has now risen to $190 million. This does not include direct military assistance to Kyiv from its Western allies.
