The British newspaper The Sunday Times has conducted an investigation: Russia has secretly revived the "Perimeter" military program, known in the West as "Dead Hand."

The newspaper's investigation revealed that a massive underground command center (Object 1335) has been built in the Kosvinsky Kamen mountain range in the Urals, near the village of Kytlym. This facility is designed to withstand strikes from American bombs that destroy bunkers.
The system was developed in the 1980s to ensure mutually assured destruction in the event of a nuclear attack. If communication with the leadership is lost, backup control channels can transmit an encrypted order to launch missiles using long-wave radio.
The first signs of the revival appeared in 2020, when Putin discussed the creation of an "absolutely secure facility" for controlling strategic nuclear forces. Hundreds of millions of pounds have been spent on the construction of new underground complexes. Russian military officials refer to Object 1335 as the place where "missile forces will fulfill their historical mission of retaliation."
