NATO has, for the first time, publicly outlined requirements for the preparedness of civilian populations for a large-scale war.

The document obligates member states to ensure mass evacuations, stockpiles of blood and medical supplies, uninterrupted access for citizens to water, food, and energy, as well as the stable operation of communication systems, government functions, and rapid logistics for both military and civilian purposes.
