Scheduled network update on February 24

We are asking validators to schedule a time on Tuesday, February 24 at 8:00 UTC (tomorrow) for validator software update.

This update is mandatory and contains stability fixes. Validators and nodes that are already upgraded to 1690ba0 may skip this update.
