Scheduled network update on December 15

We are asking operators to schedule a time on Monday, December 15 at 8:00 UTC for software update.

This upgrade is mandatory and will migrate celldb to celldb_v2 while enabling the fast serialization process as the default (which also reduces RAM usage). The upgrade also includes emulator improvements, improvements of traffic compression, introduces parallel validation (not yet enabled by default), and addresses various minor issues.
