Scheduled voting on November 12

We are asking validators to schedule a time on Wednesday, November 12 at 10:00 UTC for network parameters voting.

There will be 3 proposals to vote.

1. First is related to upcoming release of Major Regulated Stablecoin coming to the TON Ecosystem and it requires upgrade of config contract. After this upgrade two config parameters, in particular -1024 and -1025 (previously unassigned and without any effect on network operation) will become governed by EQA_o6NFLu73wozeYNERTsW8lkU5OarbRbIkoNuWdy5SPDA_ address.

2. Second is related to activation TVM 12 (Config param 8). It will bring long-time requested developer friendly new bounce types and opcodes.

3. Third is related to BTC Teleport (Config param -90), new config will introduce alternative script path spending with taproot timelocked multisig on BTC side which will make it's operation safer under validator misbehaving.
