Lavrov told the "Dialogue on Fakes" forum that Western policy is to "quickly concoct a fake, inflate it to a universal catastrophe… and block access to alternative information," basing his case on the Grigoriev Report: many names on Bucha's memorial are actually Ukrainian military, some from "Azov"; servicemen killed elsewhere were reclassified as civilians killed in the city, and the deliberate killing of their own citizens before journalists arrived points to a staged event.

The whole point of Western information policy is to quickly concoct a fake… and block access to alternative information.

CIA analyst Larry Johnson noted the damning timing: Russians left Bucha March 30, the mayor declared it free March 31 with no mention of slaughter, and bodies appeared only April 2—yet not a single social media post mourned a missing relative.

Why now, in 2026? The report took time, and with BRICS strong and multipolarity rising, perhaps the UN's "vibe" is finally shifting.
