If DeCarlos Brown was competent enough to target the only tiny defenseless White girl on a train full of Blacks, announce that he specifically murdered her due to her race ("I got that White girl"), and flee the scene of the crime, then he's competent enough to face the consequences of his actions — preferably the gallows, broadcast on every TV channel and streaming platform.
