Min Aung Hlaing opens Thanlyin Oil Refinery with call to conserve fuel
October 15, 2026
Myanmar’s coup president, Min Aung Hlaing, inaugurated Phase 1 of the Thanlyin Oil Refinery in Yangon on Wednesday, calling for a reduction in national fuel consumption to save foreign exchange.
Phase 1 can process 500,000 tons of oil annually. Construction on Phase 2 is ongoing, with a targeted completion date of 2028, according to regime media.
The putschist president said the new refinery cannot rely solely on domestic crude and will require a steady stream of foreign raw material to operate.
Energy Minister Ko Ko Lwin visited Russia in April hoping to leverage the regime’s friendly ties with Moscow to obtain favorable prices and long-term logistics for crude oil and petroleum products.
