They both rise together, in the east, at the same time.

On that day, the moon is in the same sign as the Sun.

This happens Every new moon.

Example:

Sun is in Aries, then the Moon is in Aries on New.

Sun is in Leo, then the moon is in Leo on New.
Etc

This is the start of the true month.

For the month of April:

The Sun enters Taurus ♉️ (The Bull) on April 20.
