rust-analyzer Adds cfg!() Completions and Trait-Solver Panic Fixes

rust-analyzer’s September 21 release adds completions inside cfg!() and fixes macro-root caching, project discovery, unsupported string operations, and trait-solver re-entry panic paths. The changes improve editor feedback where Rust projects hit conditional compilation and macro-heavy code.
