Comments manual

1. To enable comments for a channel, you need to link a chat to it.
2. Comments to a post are messages to an attached chat in the form of a response to a post.
3. The user who writes in the comment may not be a member of the chat.
4. At the moment, Android client users cannot edit their comments if they are not in the chat.
5. Slow chat mode affects post comments.
6. If a user is blocked in a chat linked to a channel, then he cannot leave comments.
7. If the user has a spam ban, he will not be able to leave a comment in the public chat.
8. Replies to comments in groups not a member of the user will come to @replies.
9. Administrators can reply to comments anonymously.
10. At the moment, comments are only available in Beta versions of clients.
